National Safety Council (NSC) was set up by the Ministry of Labour, Government of India (GOI) on 4th March, 1966 to generate, develop and sustain a voluntary movement on Safety, Health and Environment (SHE) at the national level. It is an apex nonprofit making, tripartite body, registered under the Societies Registration Act 1860 and the Bombay Public Trust Act 1950.

The council has its own memorandum of association and rules & regulations. Rules and regulations of the council provides for setting up of state chapters for furnishing its objectives and carrying out activities at the state level.

To fulfill its objective NSC carries out various activities. These include organising and conducting specialised training courses, conferences, seminars & workshops; conducting consultancy studies such as safety audits, hazard evaluation & risk assessment; designing and developing HSE promotional materials & publications; facilitating organisations in celebrating various campaigns e.g. Safety Day, Fire Service Week, World Environment Day. A computerised Management Information Service has been setup for collection, retrieval and dissemination of information on HSE aspects.

Uttarakhand a new state was established in 2000 .State Govt. took very good initiative to develop SIDCUL in Pantnagar, Sitar Ganj & Haridwar. More than 600 Industries started their factories with a huge range of products including Automobile companies i.e. Bajaj Auto Ltd, Tata Motors, Ashoka Leyland, Mahindra & Mahindra , Hero Honda & Parle Biscuits . Accordingly, variety of industrial activities increased very rapidly. The sudden increase of industrial activities, it was essential to create safety awareness among the employees/ employers .Therefore, Directorate of factories, Uttarakhand constituted NSC Chapter, Uttarakhand in August 2003with affiliation of National safety council, Mumbai to promote safety in the industries effectively.

Uttarakhand chapter is an independent non-commercial, nonprofit making, non political and autonomous chapter. First Annual General Meeting of the chapter was held in 2004 which was chaired by CIF Uttarakhand. along with 10 members. Mr. R.K. Sharma, Jt.General Manager (Health, Safety & Environment), India Glycols Limited ,Kashipur was nominated as Secretary of the chapter. Further to make the chapter more meaning ful, Dy. Director of Factories& Boilers, Uttarakhand, Mr. A. K. Nagyan was nominated as Chairman of the Chapter in 2005. In lieu of further safety enhancement and to increase more industries participation, Mr PM Dindorkar General Manager, Bajaj Auto Ltd was nominated Vice Chairman of the Chapter in May 2011.

More than 130 industries & 32 individuals have taken membership of Uttarakhand Chapter so far. Safety awareness among the industries have been increased drastically.NSC Chapter, Uttarakhand is dedicated and working very hard towards involving all the industries through membership of the Chapter.

NSC Uttarakhand chapter is conducting specialized training , conferences, seminars & workshops; conducting consultancy studies such as safety audits, hazard evaluation & risk assessment etc to support the industries and inculcate competitiveness among them.

In the course of its services for the last 5 years, it has built up technical expertise and competence to meet the emerging challenges in the HSE aspects due to continuous advancements in technologies. NSC Uttarakhand chapter is dedicated to service to the industries of Uttarakhand in developing safety awareness and HSE related guidance.
